Shiva is the deity of the mind. He is the son of Chaturmukha Brahma & thus the grand son of Lord Vishnu. Shiva receives the name as “Shiva” - “the auspicious” of accepting the sanctified water poured by C.Brahma to the feet of Lord Vishnu.
Hara is the abbreviation from “Harati”. which means that one who snatches or clears away. For the satvic souls, the Lord of the mind, snatches away all the obstacles and clears their mind towards the devotion towards the Supreme Brahman (Lord Vishnu) and His family of deities / demi gods. For the tamasic souls, the Lord of the mind, distracts from the good and righteousness and makes their mind attached against the Supreme Brahman. This could also be through distracting their mind by creating fascination towards worldy pleasures.
There are many quotes in the Shiva Purana, Skandha Purana wherein Lord Shiva himself proclaims that Lord Vishnu is the Supreme Brahman. Vedas and other branches such as Upanishads already proclaim Lord Narayana to be the Supreme Brahman.
Unllike in humans where the name is nothing in particular, the Supreme Brahman is nameless to the sense, He does not have a single name which identifies Him. All the names through which He is referred to, have deeper meaning on the attribute of the Brahman. ex Narayana (pronounced as Naaraayanaa) means that one who has no defects, one who is the essence of all the souls, one who sleeps on the ocean of pralaya samudra, one who is filled with auspicious attributes in complete form…
Radha is Known as Haraa (in Devanagari — हरा) ,Whereas Shiva is known as Har(a) (Devanagari - हर). I Hope no one is confused between this two Names — Haraa and Har(a).This two names are different.

there are more than one meaning of the Mahamantra. Some Vaishnava aacharyas have said that the Word Hare Refers to Hari, some said it refers to Shakti of Lord i.e Radha,Sita,Rukmini,Laxmi.
Another Meaning of Mahamantra is told by Jiva Goswami(24th Aacharya of the Brahma Sampradaya),Disciple of Lord Sri Chaitanya —
~ Yugala-smaraṇa-mayī ~
mano harita kåñëasya kåñëähläda-svarüpiëé tato harä çré-rädhaiva tasyäù saàbodhanaà hare
Sri Rradha is the pleasure potency (hlädini-sakti) of Sri Krishna. It is She who is known as Hara (one who steals away) because She can captivate Krishna’s mind. Hara becomes Hare in the vocative case.
